MANILA, Philippines – The Office of the Ombudsman indicted former mayor Alice Guo and others for graft (Section 3(e) of Republic Act No. 3019) over raided Philippine offshore gaming operators (POGO) in Bamban, Tarlac.

In a resolution dated December 19, 2025, but was made public on Saturday, June 20, the Ombudsman indicted the following respondents for the unlawful issuance of Special Ordinance No. 59-2019.

• Johnny Sales
• Ernesto Salting
• Alvin Dale Sibal
• Noel Rivera
• Danilo Lugtu

• Jose Salting Jr. 
• Nikko Balilo

The said resolution allowed the reclassification of a 79,218 square-meter land owned by Guo.

Meanwhile, the Ombudsman also indicted the following for graft for issuing Resolution No. 185, Series of 2020, or the Letter of No Objection (LONO) in favor of Hongsheng:

The complaints against other respondents, including Baoying Lin and Zhiyan Huang (aka Boss Wang), were dismissed. 

The National Bureau of Investigation, the Presidential Anti-Organized Crime Commission, and the Department of Justice filed the complaint on September 2, 2025. Former prosecutor-turned-Manila judge Benjamin Samson also assisted in the case build-up.

Hongsheng was among the cancelled POGOs in the country. In February 2023, the Philippine National Police’s Criminal Investigation and Detection Group (PNP CIDG) raided the POGO for allegedly engaging in a cryptocurrency investment operation.

The PNP CIDG also raided and implemented a search warrant against Zun Yuan in March 2024.

This set of cases is the latest legal actions against the imprisoned Guo. In November 2025, a Pasig City court convicted her of human trafficking and meted her to life imprisonment due to the Hongsheng POGO. – Rappler.com
