The Shiba Inu ecosystem is advancing its blockchain capabilities as developers initiate early-stage testing of a Layer-3 (L3) network built on Shibarium. This development reflects a continued effort to enhance scalability, efficiency, and overall network performance within the ecosystem.

The initiative is being led by WoofSwap, a decentralized exchange operating on Shibarium. The effort falls under the broader ShibClaw initiative, which aims to introduce more advanced technological features, including automation and intelligent system processes.

WoofSwap indicated through its update on X that an explorer linked to a new Layer-3 blockchain, known as SouLayer, has been launched for testing purposes. While the announcement confirms active development, the team has chosen not to disclose detailed technical specifications, suggesting that the project remains in its early phases.

Building on Shibarium’s Layer-2 Foundation

The new Layer-3 network is designed to operate directly on top of Shibarium, which itself serves as a Layer-2 solution intended to improve transaction efficiency compared to base-layer blockchain operations. By extending this architecture, the L3 network is expected to further increase throughput while reducing transaction costs.

Developers involved in the project have suggested that the additional layer could enable more specialized and customizable decentralized applications. This progression aligns with broader trends in blockchain development, where multi-layered infrastructures are being adopted to optimize performance and scalability.

Although still in testing, early metrics from the SouLayer explorer provide some insight into network activity. As of March 21, 2026, the system has processed a relatively small number of transactions, totaling just 25. However, it has already recorded tens of thousands of blocks and wallet interactions, indicating that foundational elements of the network are operational despite limited user activity.

Role of ShibClaw and AI Integration

A central component of this development is the ShibClaw initiative, which introduces artificial intelligence-powered agents designed to perform tasks and assist with user workflows within the Shibarium ecosystem. These agents are expected to enhance usability by automating certain processes and improving efficiency for both developers and end users.

Industry observers have noted that this integration of AI capabilities represents a shift toward more intelligent decentralized systems. By combining blockchain infrastructure with automation, the initiative aims to create a more dynamic and responsive environment for decentralized applications.

Community Response and Development Timeline

Despite the progress, the rollout remains at an early stage, and no official timeline has been provided for a mainnet launch. The lack of detailed technical disclosures and a clear roadmap has led to mixed reactions within the community. Some participants have expressed frustration over delays, while others interpret the ongoing testing phase as a positive indication of steady development.

The cautious approach taken by WoofSwap suggests that the team is prioritizing stability and functionality before moving toward a broader release. This strategy is consistent with industry practices, where extensive testing is often required before deploying new blockchain layers at scale.

Distinction From Previous Initiatives

It is also important to differentiate this Layer-3 effort from an earlier privacy-focused scaling solution introduced by the Shiba Inu team in April 2024. That initiative remains under development and has yet to reach its mainnet phase.

The current L3 project, centered around SouLayer, represents a separate track focused on scalability and performance enhancements rather than privacy features. Together, these parallel efforts indicate a broader commitment within the Shiba Inu ecosystem to expand its technical capabilities and remain competitive in the evolving blockchain landscape.

Outlook for the Ecosystem

As development continues, the introduction of a Layer-3 network could play a key role in shaping the future of Shibarium and its associated applications. While the project is still in its infancy, the combination of scalability improvements and AI-driven automation highlights an ambitious roadmap.

If successfully implemented, the initiative may contribute to a more efficient and versatile blockchain ecosystem, positioning Shiba Inu to better support growing user demand and increasingly complex decentralized applications.

UK Reform Party argues stablecoin limits stifle innovation

The post UK Reform Party argues stablecoin limits stifle innovation appeared on BitcoinEthereumNews.com. The United Kingdom’s minority party Reform has formally rejected the Bank of England’s proposal to cap stablecoin holdings and its broader plan to introduce a central bank digital currency (CBDC). In a Sept. 18 statement on X, the party’s head of policy, Zia Yusuf, alongside party figurehead Nigel Farage, warned that the measures would damage Britain’s competitiveness in the global digital economy. Last week, the Bank of England proposed restricting stablecoin exposure for individuals and businesses. Under the draft proposal, citizens would be limited to holding between £10,000 and £20,000 in systemic stablecoins, while businesses would face a maximum cap of £10 million. The regulator argues that the plan aims to reduce financial risks as digital assets become more mainstream. However, the Reform party leaders framed the proposal as an attack on innovation rather than a safeguard. They argued that limiting the use of stablecoins risks choking off demand for British government debt while strengthening the position of global rivals. According to the statement, dollar–pegged stablecoins like USDC and USDT funnel significant liquidity into US Treasuries, reinforcing the dollar’s dominance in digital finance. By contrast, the UK lacks any mechanism equivalent to a backstop demand for gilts. Yusuf wrote: “Now ask yourself: where is the British equivalent? Where is the pound-backed stablecoin with deep liquidity, one that global markets can trust, one that channels fresh demand into UK gilts? It doesn’t exist, because policymakers here have been openly hostile to innovators. Instead of building the future, Britain’s regulators have smothered it.” Considering this, Yusuf argued that “stablecoins are not a danger to financial stability.” Instead, he described the assets as: “[A] bridge between the digital world and the traditional banking system. A bridge between entrepreneurs and customers, between investors and opportunity. They are simply new wrappers around money – safer,…
