The EU has created similar pressure. It ended the €150 customs-duty exemption for low-value consignments from July 2026 and introduced an initial €3 flat customs duty, with another EU-wide handling fee scheduled later in the year.
SHEIN can reduce its exposure to these changes by using local warehouses, bulk shipping, diversified sourcing and higher prices. But each response alters some part of the economic model that originally allowed the company to combine extremely low prices with rapid global expansion.

SHEIN now generates revenue across a highly diversified international footprint.
In 2025, the United States contributed US$10.101 billion, or 24.1% of total revenue. Europe generated US$14.802 billion, or 35.4%, while the broader rest-of-world category contributed US$16.944 billion, or 40.5%.
This means Europe was SHEIN’s largest individually identified regional market, but not its largest geographic revenue bucket overall. Rest of world was larger because it combines multiple markets outside the U.S. and Europe.
The geographic mix has changed significantly over time. The U.S. accounted for approximately 29.4% of revenue in 2023, falling to 24.1% in 2025 and roughly 22.5% in Q1 2026.
That decline has been offset by growth elsewhere, allowing SHEIN to continue expanding even as its U.S. business weakened.
